2. Interview with Brian Becker, Loud & Clear, U.S. tells North Korea `Time for Talk is Over,¡¯ Blames Russia and China for Missile Launch.  August 1, 2017

The United States has said that the ¡®time for talk is over¡¯ after North Korea¡¯s latest intercontinental ballistic missile test and the Moon Jae-in administration in the South considers expanding the deployment of the U.S. THAAD missile system. Simone Chun of the Korea Policy Institute joins Brian.

Q? Why did South Korean President Moon Jae-in¡¯s ended a ¡°honeymoon¡± for many of his supporters who have worked for peace and democracy in the Korean peninsula by abruptly reversing his earlier position on U.S. THAAD (Terminal High Altitude Area Defense)?

 

A. President Moon, according to Korean media, ordered THAAD to be deployed to a base in South Korea along with two additional THAAD launchers that is stored at a nearby U.S. military base.  President Moon had been a critic of U.S. THAAD, had supported a delay of the deployment for an environmental and health impact assessment and insisted on making Korea's democratic process address the controversial deployment. The United States might have ordered or pressured the new ¡°liberal¡± Moon Jae-in government.  It indicates an alarming rise of hardline and hawkish U.S.-Korean military establishment within President Moon¡¯s administration who claimed to have recommended President Moon to reverse his earlier position on THAAD and President Moon¡¯s passionate support for engagement and diplomacy with North Korea.  

 

Q. What are real and underlying causes for the current crisis?

 

A. The unending Korean War and U.S.-Korea military exercises (¡°war games¡±) near the border that simulate various strikes against North Korea. The so-called North Korea¡¯s ¡°threats¡±--North Korea¡¯s ballistic missile launch and nuclear program--, as many scholars point out, are a responses to the threats that North Korea face from the United States. North Korea takes the United States very, very seriously. For North Korea, any one of the war games can be a real war. While North Korea will never attack any country, including, the United States, it, when attacked, will strike back, as Prof. David Kang at USC says. Any small scale war in the Korean peninsula is a general war and can lead to a nuclear war. War is never an option. 

 

Q. Why does North Korea insist on the completion of a deterrent?

 

To emulate China¡¯s model, i.e., China¡¯s nuclear deterrent made a war with China impossible for the United States, President Nixon initiated a historic diplomacy, China opened up, and grew to become a world economic power. North Korea, by securing a complete deterrent, can move on to the next stage, i.e., economic development. (Prof. John Delury's point in New York Times).  The United States should and can help North Korea to follow the similar path China went. China has been rising more than 40 years and contributed to averting major military conflicts with the United States. Major launches by American corporations, including Microsoft, these days are taking place in China (e.g., Windows, Surface Laptops, XBox, etc.). Imagine 20 years from now that major American corporations will launch new products in North Korea! North Korea has the most disciplined labor force in the world and has rich natural and mineral resources. We have done it, we can do it again!

 

Q. What are alternatives? 

 

No weapons in the world exist that can deter ICBM and nuclear weapons.

The only weapon is peace.

The only option is talk.

President Nixon has done it, so can Trump!

President Trump can finally show a true leadership. 

Koreans have endured 36 years of brutal Japanese colonization, 67 years of unending Korean War, South Korea developed its economy and created a vibrant democracy. What else more can South Korea do to deserve a sovereign nation, peace, and stability? A true U.S.-South Korean alliance means the United States's having trust in South Korea and pursuing diplomacy with North Korea. 

Koreans need America's support!

American people should demand loudly and clearly Trump's diplomacy with North Korea!
