Dear Friend--the holidays are a time for happy reunions and vibrant festivities. For people who work for peace in the Korean Peninsula and Northeast Asia, this holiday season is a minefield of present discontent and fear of uncertain future. Yet, one finds some comfort in enduring people’s spirit for peace.

Moon’s pacifist leanings are the product of both faith and experience. He began his career as a democracy activist when South Korea was still a dictatorship and, like many in the movement, is a practicing Christian. His determination to seek peace echoes his beliefs as a devout Catholic, as does his commitment to public service and his social conservatism. When it comes to talking with Kim Jong Un, Moon certainly knows more about dealing with a dictatorship than his counterpart in the United States. His parents fled from the North as refugees. As he wrote in his book published in January: “When peaceful reunification comes, the first thing I want to do is to take my 90-year-old mother and go to her hometown.”

North Korea poses no security threat to the United States – the huge disparity in power ensures that – but its successful defence of its independence does present a long-term challenge to US global hegemony. …War with North Korea means war with China. Some would go for that but it is a big decision, fraught with danger. No war but Trump’ s incompetence and his empty bluster risks a precipitous decline in American credibility that extends far beyond the Korean issue. If Russiagate does not succeed in removing Trump from power, will thoughts turns to other, non-constitutional means?...There was a two-and-a-half month pause in public deterrent testing after the 15 September launch of the Hwasong-12. No doubt technical reasons were part of the reason but there was speculation that this was a message from Pyongyang to Washington.[93] If so, it was a unilateral freeze that complemented the Chinese/Russia freeze-for-freeze peace proposals.[94] Since there are back-channel communications in place, the Trump administration would have been well aware of the overture. In any case, the administration rejected the overture. It put North Korea back on the terrorism list on 20 November and made it clear that it was going ahead with massive airstrike drills in coordination with the South Korean air force.[95]

Some sources suggest the U.S. is preparing for an attack on North Korea. That would be a catastrophe of unimaginable proportions…Ten days ago it was reported that China has begun to plan new refugee camps along the North Korean border, suggesting it sees war as a real possibility. China has also apparently distributed printed advice for how to survive a nuclear attack to residents along the border. Business Insider says that “the US and China are preparing for all hell to break loose in North Korea.”

6. Tom O’Connor. What War with North Korea Looked Like in the 1950s and Why It Matters Now. Newsweek.

During the course of the three-year war, which both sides accuse one another of provoking, the U.S. dropped 635,000 tons of explosives on North Korea, including 32,557 tons of napalm, an incendiary liquid that can clear forested areas and cause devastating burns to human skin. (In constrast, the U.S. used 503,000 tons of bombs during the entire Pacific Theater of World War Two, according to a 2009 study by the Asia-Pacific Journal.) In a 1984 interview, Air Force Gen. Curtis LeMay, head of the Strategic Air Command during the Korean War, claimed U.S. bombs "killed off 20 percent of the population" and "targeted everything that moved in North Korea." These acts, largely ignored by the U.S.' collective memory, have deeply contributed to Pyongyang's contempt for the U.S. and especially its ongoing military presence on the Korean Peninsula. http://www.newsweek.com/us-forget-korean-war-led-crisis-north-592630

Increasingly anxious over possible military conflict, President Moon Jae-in of South Korea proposed this month that his country and the United States postpone their joint military exercises, which were originally expected to start in late February.

Mr. Moon said the annual exercises, which North Korea has denounced as rehearsals for an invasion, could be postponed until after South Korea hosted the Winter Olympics in February and the Paralympics in March. Whether the allies will eventually delay the drills depends on whether North Korea conducts any weapons tests in the weeks leading up to the Games, South Korean officials said. Mr. Moon hopes to create a lull in the nuclear standoff during the Olympics and use it as momentum to start talks with North Korea. When North Korea said it completed its nuclear force following its ICBM test in November, some analysts said the North might now be open to stopping its program there and to start negotiating.

“UNSCR 2397 passed: less refined oil, less imports of industrial machinery. 9. [News Analysis] New resolution on North Korea results from US, China compromise. The Hankyoreh.

The demand for Chinese participation in the interdiction of North Korean vessels in international waters was also reportedly downgraded from an “obligation” to “discretion of member states,” leaving it the same as the current sanctions. The US appears to feel that the threat of independent sanctions on China was effective, while the Chinese seem to be congratulating themselves on having managed to keep crude oil flowing to North Korea by sternly threatening to retaliate if the US pushed through its own sanctions.

10. OP-ED. Tougher resolution aims to prevent war on Korean Peninsula. Global Times.

The difference between the new resolution and the original US proposal reflects the will of China and Russia to prevent war and chaos on the Korean Peninsula. If the US proposals were accepted, only war is foreseeable. …Chinese society says no to North Korea's development of nuclear technologies but also feels sympathetic toward North Korean people that suffer the hardships. We hope the sanctions only target its nuclear development and missile activities. We do not want to hurt people's livelihoods or impair the stability of the regime. Beijing has endured mounting pressure from Washington. http://www.globaltimes.cn/content/1081686.shtml

With so many channels of engagement with the country opening up, the opportunities to promote effective reforms in the country for the benefit of human rights are plentiful, but there is also a need for the DPRK Government to show consistency and sincerity in its conversations with international actors….

The only way forward for a comprehensive peaceful and political solution requires de-escalation and open communication channels, now.

The Secretary-General supports the Security Council’s desire for a peaceful, diplomatic and political solution to the situation, as well as its urging of further work to reduce tensions. He reaffirms his commitment to working with all parties to this end. He calls upon all Member States to ensure the full implementation of the relevant Security Council resolutions and to redouble efforts to make 2018 a pivotal year for the achievement of sustainable peace on the Korean Peninsula.

South Korea has already taken the first step to ensure that the Olympics remain peaceful by requesting that the United States delay the joint exercises. The Republic of Korea-U.S. Combined Forces Command said, “We want the Pyeongchang Olympics to be successful and have committed to our ally that we will aid their success.” But Washington has yet to announce its response. https://foreignpolicy.com/2017/12/22/will-north-korea-blow-up-the-winter-olympics/amp/?__twitter_impression=true

16. Venerable Pomnyun Sunim. Treating Kim like a king. Korea Joongang Daily.

This is how Kim would sell this to his people: The Kim dynasty looked America straight into the eye with great courage and undeniable righteousness, and America blinked first. Furthermore, presenting Kim Jong-un an opportunity to proclaim a meaningful historical place in the ethnography of the Korean people might be too tempting to refuse. In the end, let Kim have his personal victory if it means a nuclear-free Korea and no more North Korean people suffering needlessly. The sooner, the better. That would be a true foreign policy and moral victory for America. The achievement is worthy of the oft-touted negotiating prowess of President Trump.
