美, 황병서와 북한노동당 등 대북독자제재 발표

국방위원회 등 단체 5개, 오극렬 등 개인 12명 지정

미국 정부가 유엔 안보리 결의안에 이어 독자적인 제재(制裁) 내용을 발표했다.

 

미 재무부는 2일 안보리 결의안 채택직후 산하 해외자산통제국(OFAC·Office of Foreign Assets Control) 명의로 2개 단체와 10명의 개인을 제재 대상으로 지정했다. 이들 개인 단체는 북한 핵무기 프로그램과 관련한 것이다. 또 국무부도 대량살상무기(WMD) 프로그램과 관련, 3개 단체와 2명의 개인을 지정했다.

 

재무부가 지정한 2개 단체는 북한 노동당 군사위원회와 국방위원회가 사상 처음 지정돼 눈길을 끈다. 국무부 지정 3개 단체는 국방과학연구소, 국가원자력공업성, 우주개발국 등이다. 재무부는 "국방위원회가 북한의 군부와 국방 안보 등을 총괄(總括)하는 최고 통치기관으로 김정은이 국방위원회 1위원장의 자격으로 16일 핵실험 명령을 내렸다"고 지적했다.

 

10명의 개인은 북한 정권의 2인자인 황병서 인민군 총정치국장을 비롯 오극렬, 리용무 국방위원회 부위원장, 박영식 인민무력부장, 최춘식 제2자연과학원장, 현광일 국가우주개발국 과학개발부장, 리만건 군수공업부장, 유철우 국가우주개발국장이 제재 명단에 올랐다.

 

또 박춘일 이집트 대사, 강문길 남천강 무역회사 대표, 조선광업무역주식회사의 김송철과 손종혁이 포함됐다. 박춘일 대사는 북한의 재래식 무기 수출과 관련한 조선광업무역주식회사를 지원한 혐의로 제재 리스트에 올랐고 김송철과 손종혁은 이집트와 수단 등지에서 관련 활동을 했다고 재무부는 밝혔다.

 

새로운 대북제재 명단에 오른 개인과 단체는 북한의 핵·미사일 개발과 대량살상무기 및 자금조달에 직접 관련됐으며 이들에 대해선 자산동결(凍結) 및 여행금지 등이 부과된다. 이로써 유엔이 지금까지 올린 대북 제재 명단은 32개 단체와 28명의 개인 28명으로 늘어났다.

 

미 제이콥 류 재무부 장관은 "유엔과 연합한 이같은 노력은 지구촌이 북한의 불법적인 핵실험과 탄도미사일 실험을 결코 용인하지 않는다는 확실한 메시지를 전달하게 될 것이라고 말했다.

North Korea Designations; Non-proliferation Designations

 

WASHINGTON The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) designated two entities and ten individuals with ties to the Government of North Korea and its nuclear and weapons proliferation efforts. In a related action, the State Department designated three entities and two individuals for activities related to weapons of mass destruction (WMD) proliferation for North Korea, and also updated the alias of an entity that was previously designated for similar activities. These actions by the U.S. government complement and help implement United Nations Security Council Resolution (UNSCR) 2270, and hold the Government of North Korea responsible for its continued illicit pursuit of nuclear and missile programs, as evidenced by its January 6, 2016 nuclear test and February 7, 2016 missile launch.

The designations were taken pursuant to Executive Order (E.O.) 13382, which targets WMD proliferators and their supporters, as well as E.O. 13687, which targets the Government of North Korea, the Workers’ Party of Korea, and their supporters. All assets of those listed today that are in the United States or in the possession or control of U.S. persons are frozen, and U.S. persons are generally prohibited from engaging in transactions with these persons.

Today’s sanctions complement H.R. 757 “North Korea Sanctions and Policy Enhancement Act of 2016,” which was passed by Congress and signed into law by President Obama on February 18, 2016. This legislation strengthens and expands sanctions on North Korea, and the Administration is committed to using these new authorities alongside other sanctions tools to increase the costs of North Korea’s destructive policy choices and to combat North Korea’s proliferation activities.

E.O. 13687 Designations

OFAC designated the Workers’ Party of Korea Central Military Commission and the National Defense Commission pursuant to E.O. 13687 for being agencies, instrumentalities, or controlled entities of the Government of North Korea or the Workers’ Party of Korea. The Central Military Commission is responsible for the development and implementation of the Workers’ Party of Korea’s military policies, commands and controls the North Korean military, and directs the country’s military defense industries in coordination with the National Defense Commission. The National Defense Commission is North Korea’s highest branch of government and the country’s supreme policymaking organization, and it directs and guides all military, defense, and security-related affairs, including policies, planning, acquisition and procurement, and personnel. Kim Jong Un, in his role as first chairman of the North Korean National Defense Commission, ordered the January 6, 2016 nuclear test.

OFAC designated Hwang Pyong So, O Kuk Ryol, Pak Yong Sik, and Ri Yong Mu pursuant to E.O. 13687 for being officials of the Government of North Korea and/or of the Workers’ Party of Korea. Hwang Pyong So is a Vice Chairman of the National Defense Commission, a member of the Workers’ Party of Korea Central Military Commission, a director of the General Political Bureau of the Korean People’s Army, and a Vice Marshal of the Korean People’s Army. O Kuk Ryol is a Vice Chairman of the National Defense Commission, an alternate member of the Workers’ Party of Korea Central Committee Political Bureau, and a General of the Korean People’s Army. O Kuk Ryol was previously designated by the State Department on March 11, 2013, pursuant to E.O. 13382 for ordering the establishment of a nuclear research and development organization directly under his control. Pak Yong Sik is Minister of the People’s Armed Forces, a General of the Korean People’s Army, and a member of the Workers’ Party of Korea Central Military Commission. Ri Yong Mu is a Vice Chairman of the National Defense Commission, a member of the Workers’ Party of Korea Central Committee Political Bureau, and a Vice Marshal of the Korean People’s Army.

In conjunction with their listing in UNSCR 2270, OFAC designated Ri Man Gon and Yu Chol U pursuant to E.O. 13687 for being officials of the Government of North Korea. Ri Man Gon is the Director of the Munitions Industry Department. The Munitions Industry Department, also sanctioned in UNSCR 2270, is U.S. designated pursuant to E.O. 13382 and responsible for overseeing the development of North Korea’s ballistic missiles, including the Taepo Dong-2. Yu Chol U is the Director of the National Aerospace Development Administration (NADA). NADA is an institution of the Government of North Korea that organizes all of its space development projects. The international community has made clear its concern that any launch by North Korea that uses ballistic missile technology contributes to the North Korean Government’s development of nuclear weapon delivery systems and is a violation of multiple UNSCRs.

Additionally, OFAC designated Pak Chun Il pursuant to E.O. 13687, for being an official of the Government of North Korea. Pak Chun Il is North Korea’s Ambassador to Egypt and provides support to North Korea’s Mining Development Trading Corporation (KOMID). KOMID was identified by the President in the Annex to E.O. 13382 and designated pursuant to E.O. 13687. It was also designated by the UNSC pursuant to UNSCR 1718. KOMID is North Korea's premier arms dealer and main exporter of goods and equipment related to ballistic missiles and conventional weapons.

E.O. 13382 Designations

Separately, OFAC designated two individuals, Kim Song Chol and Son Jong Hyok, pursuant to E.O. 13382 for acting for or on behalf of KOMID. Kim Song Chol and Son Jong Hyok are KOMID officials located in Egypt and have conducted business in Sudan on behalf of KOMID’s interests.

In conjunction with his listing in UNSCR 2270, OFAC designated Hyon Kwang Il, pursuant to E.O. 13382, for acting for or on behalf of NADA. Hyon Kwang Il is the Department Director for NADA.

State Department Designations

In addition to OFAC’s designations, the State Department designated three entities and two individuals pursuant to E.O. 13382. The State Department also updated an alias of an entity that was previously designated pursuant to the same E.O. These designations include NADA; the Ministry of Atomic Energy Industry; the Academy of National Defense Science; Choe Chun Sik, the Director of the Second Academy of Natural Sciences, which is designated pursuant to E.O. 13382; and Kang Mun Kil, a representative of Namhung Trading Corporation, which is designated pursuant to E.O. 13382. The update is to the listing of Namchongang to include its alias Namhung Trading Corporation.
