드 블라지오 뉴욕 시장당선자가 차기 뉴욕경찰(NYPD) 커미셔너에 윌리엄 브래턴(66) 전 경찰국장을 5일 임명했다.
브래턴 임명자는 90년대 중반 뉴욕 경찰을 이끌었던 베테랑으로 ‘불심검문(stop-and-frisk) 정책’ 손질을 공약한 블라지오 시정부에서 어떠한 묘수를 찾을 수 있을지 관심을 모은다.
블라지오 시장당선자는 “브래턴 임명자는 경찰과 시민들을 함께 끌고갈 수 있는 적임자”라면서 뉴욕시의 치안을 지속적으로 안전하게 만들 것이라고 기대했다.
블룸버그 시장이 3선을 하는 동안 뉴욕경찰의 상징적 존재로 11년간 재임한 레이몬드 켈리 국장은 뉴욕시가 역대 최저의 범죄율을 기록하는데 공헌했다는 평가속에 영광스런 퇴임을 하게 됐다.
브래턴 임명자는 지난 94년 처음 뉴욕 경찰국장에 임명된 바 있다. 당시 뉴욕은 시장선거에서 범죄율이 주요 쟁점이 될만큼 치안이 골치거리였다. 브래턴 국장은 취임후 저돌적이면서도 언론친화적인 스타일로 호평을 받았다.
보스턴 출신인 그는 1970년 보스턴에서 경찰에 투신, 최고 자리인 보스턴 경찰국장까지 올랐다. 그는 뉴욕 경찰국장 당시 단호한 처벌을 통한 ‘무관용 정책’으로 범죄율을 낮추는데 기여했고 2002년엔 로스앤젤레스 경찰국장에 취임, 구태를 일소하는 등 개혁의 바람을 일으키기도 했다.
브래턴 임명자는 “뉴욕 경찰커미셔너로 돌아오게 된 것이 큰 영광”이라면서 새로운 시장과 함께 불심검문을 적절히 활용하는 등 안전한 뉴욕을 만들기 위한 방안을 강구하겠다고 말했다.
블룸버그 시장이 도입한 뉴욕시의 불심검문 정책은 범죄율 하락을 가져오긴 했지만 소수계 등 특정 인종을 표적으로 하는 등 차별적이며 인권을 무시한다는 지적을 받아 왔다.

William Joseph "Bill" Bratton New NYPD Commissioner
William Joseph "Bill" Bratton CBE (born October 6, 1947) is an American law enforcement officer and is the incoming New York City Police Commissioner effective January 1, 2014, and served as the chief of police of the Los Angeles Police Department(LAPD), New York City Police Commissioner, and Boston Police Commissioner.
Bratton began his police career at Boston Police Department before becoming Police Commissioner in New York City, where his zero-tolerance policy has been credited with reducing petty and violent crime. He moved to Los Angeles Police Department in 2002 reforming the police after the 1992 Los Angeles Riots and crime was reduced.
Bratton's policing style is influenced by the broken windows theory that if minor, petty crime is not dealt with, crime will increase. He advocates having an ethnically diverse police force representative of the population, maintaining a strong relationship with the law-abiding population, tackling police corruption, being tough on gangs and having a strict no-tolerance of anti-social behavior.
Bratton was approached by British Prime Minister David Cameron to become the new Metropolitan Police Commissioner in July 2011, but this was blocked by the Home Office on the grounds the Commissioner must be a British national with experience of English law. Bratton instead was offered an advisor role to the British government which he accepted in August 2011.
On December 5, 2013 New York City Mayor-elect Bill de Blasio announced that Bratton will return to the post of Police Commissioner in New York City.
