유엔의 영원한 도덕적 지도자. 지난 18일 타계(他界)한 코피 아난 전 유엔사무총장에 대한 수식어다. 유엔이 웹사이트에 아난 전 총장을 추모하는 특별판으로 구성해 눈길을 끌고 있다.

1938년 가나에서 출생한 코피 아난은 1997년 유엔 직원으로는 최초로 사무총장 자리에 오른 입지전적 인물이다. 그는 1962년 스위스 제네바의 국제보건기구(WHO) 행정 재무담당관으로 유엔과 인연을 맺었다.

2002년 재선돼 10년 임기를 보낸 그는 유엔의 개발 및 국제평화, 안전유지 등 기존의 사업들을 강화(强化)하고, 인권과 법치주의, 관용의 보편적 가치 등을 옹호(擁護)하는 일에 앞장섰다.

특히 그는 전쟁과 기근, 에이즈와 같은 질병으로 고통받고 있는 아프리카를 위한 헌신적 구호 활동으로 존경받았다. 2001년 그는 “전지구적 평화와 상호 협력으로 가는 유엔이라는 통로에 새로운 생명을 불어 넣었다”라는 평가를 받으며 유엔과 함께 노벨평화상을 수상했다.

재임 기간중 9.11 테러를 겪은 그는 세계의 테러 위협에 대처하기 위해 주도적인 역할을 수행했다. 그러나 미국이 ‘테러와의 전쟁’을 넘어 유엔을 무시하고 이라크 침공을 한 것에 대해선 불법으로 규정하며 강한 유감을 피력했다.

그가 사무총장 고별사에서 “힘, 특히 군사력이 사용될 때 세계는 그것이 올바른 목적을 위해 사용되고 있다고 확신할 경우에만 합법적이라고 생각할 것”이라며 “미국이 테러와의 전쟁을 포함해 (인권 운동의) 원칙에 충실할 때에만 그 지도력은 유지될 수 있다”고 충고를 남겼다.

아난 전 총장의 모국 가나에서는 18일부터 일주일간의 조기 게양으로 애도(哀悼)를 표했다. 다음달 13일 국장으로 장례식이 열리게 된다. 유엔은 지난 22일 유엔본부에서 안토니오 구테헤스 사무총장 주재로 공식 추도식을 가졌다.

구테헤스 사무총장은 추도사에서 “코피 아난은 유엔의 유익한 원동력이었고 유엔 그 자체였다. 그는 무한한 존엄과 결단력으로 유엔을 새로운 천년으로 이끌어갔다. 난폭하고 시련이 많은 시기에 그는 유엔현장의 원칙에 생명을 불어넣기 위해 일하는 것을 결코 중단하지 않았다. 그가 남긴 많은 유산들은 우리 모두에게 진정한 영감(靈感)으로 남을 것”이라고 기렸다.

Kofi Atta Annan (1938-2018)

kofi Annan was a Ghanaian diplomat who served as the seventh Secretary-General of the United Nations, from January 1997 to December 2006. Annan and the UN were the co-recipients of the 2001 Nobel Peace Prize. He was the founder and chairman of the Kofi Annan Foundation, as well as chairman of The Elders, an international organization founded by Nelson Mandela.

Born in Kumasi, in then British Gold Coast, Annan went on to study economics at Macalester College, international relations from the Graduate Institute Geneva and management at MIT. Annan joined the UN in 1962, working for the World Health Organization's Geneva office. He went on to work in several capacities at the UN Headquarters including serving as the Under-Secretary-General for peacekeeping between March 1992 and December 1996. He was appointed as the Secretary-General on 13 December 1996 by the Security Council, and later confirmed by the General Assembly, making him the first office holder to be elected from the UN staff itself. He was re-elected for a second term in 2001, and was succeeded as Secretary-General by Ban Ki-moon on 1 January 2007.

As the Secretary-General, Annan reformed the UN bureaucracy; worked to combat HIV, especially in Africa; and launched the UN Global Compact. He was criticized for not expanding the Security Council and faced calls for resignation after an investigation into the Oil-for-Food Programme, but was largely exonerated of personal corruption. After the end of his term as UN Secretary-General, he founded the Kofi Annan Foundation in 2007 to work on international development. In 2012, Annan was the UN–Arab League Joint Special Representative for Syria, to help find a resolution to the ongoing conflict there. Annan quit after becoming frustrated with the UN's lack of progress with regard to conflict resolution.[7][8] In September 2016, Annan was appointed to lead a UN commission to investigate the Rohingya crisis.
